Water is one of the most essential items needed by man, plants and animals for their survival. Without water there can be no life. Man and animals not only consume water but they also consume for their food. Vegetation in turn cannot grow without water. The planning, design and operation of water and waste water systems are complex and undertakings and they require a high degree of skill and judgement. The work of construction and maintenance of water supply and waste water disposal systems in generally undertaken by government agencies mostly through Public Health Engineering in Environmental Engineering Departments consisting of Civil Engineers.
